BUFFALO, N.Y. — Buffalo Mayor Sean M. Ryan said the city’s finances are in rough shape from years of unrealistic budgeting and plugging budget holes with one-shot revenues.

“The bills have finally come due — it's time to be responsible and fix this problem the right way, so we can deliver the services Buffalonians deserve for years to come,” Ryan said.

He said he went to Albany and made the case that Buffalo will need tools from New York State to protect residents from bearing the weight of years of fiscal mismanagement as the budget is brought back into balance.
